Sacramento County Sheriff John McGinness unexpectedly returned to street patrol this week when a brazen thief swiped an American flag outside sheriff's headquarters. Not only was the Top Cop angry that someone would be ballsy enough to steal from the Sheriff's Department. But the flag was being flown half staff to honor a sheriff's deputy shot dead in the line of duty just days earlier.
